Experience:

 

An information management executive with over 30 years experience, Ms Kahn is a known problem solver who provides managerial and consulting services for clients in the federal contracting arena. She has a track record of success in proposal development and contract management. A field of particular expertise is firm, fixed-price contracts and transparent contract transitions. Significant expertise in management, design, implementation and operation of large-scale information engineering and telecommunications projects. Ms. Kahn has a technical win rate of over 95% and, for both technical and cost, a win rate of 82%.

Ms Kahn provides management and proposal support for numerous clients in the Washington, DC -Baltimore, MD technology corridor. She has provided capture management, proposal management, Blue, Pink, Red and Gold Team reviews and has written major portions of many proposals ranging from short IDIQ responses, typically with less than 10 day turn-around to multimillion dollar full and open competitions. Additionally, with Ms. Kahn's in-depth knowledge of federal procurement regulations, she has led pricing and cost proposal preparation.
Ms. Kahn has also assisted clients in preparing/red teaming oral presentations and preparing client employees who will do the actual presentations. She has also been bid as the Program Manager on several proposals and performed the oral presentation herself.

Ms. Kahn has also written and taught classes in Proposal Writing, Writing an Executive Summary, Oral Presentations, Past Performance, The New Procurement Environment, Proposal Pricing and Contract Types.
